What Exactly Does "Discount Airline" Mean in India?

I'm in a third world country flying one of their discount airline (Air Deccan). It must not be too bad, I guess I've never heard of any of their planes crashing. But then, would anyone even know? And what the heck does this guy have to do with anything?
